Appearance:  Crimson red hair that is divided at the center, making it flow to the sides, while also having a moustache and a beard, finished with bright yellow eyes. He usually dresses in an old military uniform, after his 'rise' to Emperor of Earth, he wears a dark blue cape over his outfit at the back.
Personality: An egoistic megalomaniac who will stop at nothing to achieve his goals, the primary one being to take over the world and ruling it in the way he sees fit where everything goes the way he wants to. This obsession affected his mental health to a degree that he won't accept anything other than being recognized as the ruler of Earth.
Strengths:
- Determinator: Due to his political stance and obsession, he will stop at nothing to get what he wants. Not even a jail sentence is enough to stop him.

Weaknesses:
- Evil Heart: His overall evil nature is the main cause of Scout being easily killed by the Devilmite Beam of Spike the Devil Man if the attack hits him successfully.
- Anger: Scout can be easily driven into fits of rage whenever he is being denied something he wants or when people openly oppose him, especially if the one opposing him is/has been part of his family.


Biography: Scout's past remains unknown, other than that he very likely served in Earth's Military at one point, explaining his own skill in weapons and the fact that he eventually got married and had three children, of which Xeno is the eldest child. At Xeno's 6th birthday, Scout's political ideals began to occupy his mind more than often, which would eventually be the kickstart of the many years of abuse inflicted upon his family and against others who defied him, using his supporters to add to threats and everything to make certain the opposition is unable to speak out against him. Eventually his wife and children left him and attempted to seek refuge in space, feeling that the Earth wasn't safe for them anymore.

The only thing that makes Scout different from other villains is that he actually succeeded in conquering Earth; during the time the Earth's protectors known as the Z-Fighters were in space to investigate numerous unknown worlds which had appeared in their universe, coupled with finding themselves embroiled in an interstellar conflict between two ancient, alien races, Scout staged a coup d'etat against King Furry and overthrew him, declaring himself Emperor of Earth. Whoever supported him were given (high) ranks in his entourage and ministries, those who opposed him were either sent to jail, sent to work camps and/or have the children sent to re-education facilities in order to make them follow his bidding.

When the Z-Fighters caught wind of this after their return to Earth, they went to work to liberate Earth, with Hercule Satan being vital as the spokesman for the free people. Ultimately it was Scout's eldest daughter Xeno who, with the aid of her new boyfriend Tempest, challenged him and defeated him, renouncing her family name to break her ties with him. In a fit of rage, Scout tried to kill Xeno, only for Tempest to take the shot for her. This set Xeno off as she tapped into her own dark power, after which she began to beat the living daylights out of her former father who, in retaliation, tried to self-destruct his flagship in order to take his opponents down with him. However, his plan failed, his Empire fell swiftly and he himself was sent into jail, from where he continues to plan to get back what he believes is rightfully his...


Techniques: Scout doesn't use any martial arts as he finds them a waste of his time, preferring to use weapons instead.
